The Rama (551:3) says that from Rosh Chodesh Av until after Tisha B’Av, one may not wear freshly laundered clothing.
If one wishes to wear freshly washed garments during the Nine Days, they should be worn beforehand so they are no longer considered fresh. Rav Elyashiv (Kara Ali Moed Ch. 4, note 7) ruled that the clothing should be worn for the amount of time needed for them to feel used—approximately half an hour.
Rav Shmuel Kamenetsky (11:23) says that this restriction does not apply to undergarments, and there is no need to wear them beforehand.
